These key additions will help the company meet the increasing demands of its fast-expanding client base. Each of the new hires brings decades of experience to the ETC team.
Key Hire Biographies:
Duane Killion – Project Executive
Mr. Killion joined ETC as a Project Executive and brings more than twenty years of broad-based experience in the Capital Development and Construction Industry arenas. He has led project teams in a diverse array of project delivery methods including Design/Build, Design/Build Developer, CM at Risk, CM and General Contracting (with an emphasis on GMP). This gives Mr. Killion a unique ability to understand and apply synergies to yield the greatest benefit to the business leaders with whom ETC partners.
Prior to joining ETC, Mr. Killion worked with such marquee builders as Rudolph & Sletten, McCarthy, DPR and BN Builders. Previous project highlights include Torrance Memorial Medical Center Replacement Tower (300,000SF); Palomar Medical Center West (700,000SF), House Ear Institute New Addition (30,000SF); Kaiser Foundation Health Plan Sunset (1,000,000SF).
Mr. Killion brings a collaborative approach to relationships based on mutual trust and respect. The development of efficient and high performing teams to drive business value and achieve objectives for projects of every size and complexity are the foundations for his methodology.
Jaime Henard – Project Manager
Mr. Henard has more than 15 years of construction management experience. While at HBE Mr. Henard was a lead Project Manager, completing a New Patient Tower (355,000SF) at Ventura Community Memorial Hospital. Prior to HBE, he was at Rudolph & Sletten as a Superintendent and managed construction for major healthcare projects, including Children’s Hospital Los Angeles, Bakersfield Memorial Hospital and Kaiser LAMC Sunset. Mr. Henard has also served as a Senior Project Engineer for hospital projects, such as the City of Hope replacement hospital in Duarte, CA.
Mr. Henard received a Bachelor of Science degree in Construction Management from Cal Poly San Luis Obispo.

Marc Scheulin – Project Manager
Mr. Scheulin brings over 25 years of experience, building Hospitals and Laboratories, to ETC Building and Design. He worked at 9 different Hospitals and completed Laboratory projects at three different UC Campuses. Marc will continue to focus his talents on Northern California, where he has been a Construction Manager for 20 years, the last 14 years with McCarthy Building Company.
Marc was the Preconstruction Manager and on site Construction Manager for the Seismic Upgrade of Moffit and Long Hospitals at UCSF Medical Center. Marc has successfully completed OSHPD renovation projects for Kaiser Permanente, Dignity Health, Sutter Health and Stanford Medical Center.
Previous project highlights include: Hospital for Kaiser in Vallejo (488,000SF); 12 story, 349 bed replacement Hospital for Kaiser in Oakland; and a LEED Platinum Science and Engineering 2 (102,000SF) Laboratory building for University of California Merced.
Marc is a certified LEED AP BD+C; a registered Class A Inspector with OSHPD and an AHERA trained Asbestos supervisor.
Douglas Randazzo – General Superintendent
Mr. Randazzo was a General Superintendent for Kaiser Foundation Health Plan, Inc. where he worked on the Woodland Hills Medical Center, an infrastructure master-planning project. Prior to that, he was a Superintendent at Baldwin Park Medical Center, where he coordinated subcontractors, inspections, managed quality control, and resolved field and design conflicts with high expertise. Mr. Randazzo has worked at Children’s Hospital Los Angeles CHLA, Marian Hospital Expansion CHW, Kaiser Ontario Vineyard Medical Center OVMC, Bakersfield Memorial Hospital CHW and Kaiser Sunset LAMC.
May Zor – Chief Estimator
Ms. Zor brings over 10 years of experience in construction and healthcare. She has an extensive understanding of OSHPD and has successfully estimated multiple projects with competing priorities without sacrificing quality. She understands the needs and urgency of stakeholders and provides solutions, while effectively collaborating with stakeholders to achieve the successful delivery of projects.
Ms. Zor came to us from Kaiser Permanente Capitol Projects. During her 10 years there, she prepared feasibility, conceptual and final estimates for projects ranging from minor remodeling projects to complex projects such as Replacement of Air Handler, Chiller, Hot Water Piping, Sewage Ejector Pump System, Medical Gas, Medical Vacuum, Security System Upgrade, Campus-wide Fire Alarm and Nurse Call System Upgrade, Digital Signage installation and lighting upgrade, Voice Over IP, Chiller Optimization and Monitoring, Conversion of pneumatic controls to DDC, Campus IT Infrastructure Upgrade, Campus Wireless Infrastructure Upgrade and Pneumatic Tube System Upgrade.
She has a Master Degree in Construction Management from the University of Southern California and a Bachelor of Science in Business Administration from UC Riverside.
