Permanent cosmetics or micro-pigmentation like electrolysis is an invasive procedure (breaks through the body’s normal barriers) and can allow the transfer of blood-borne and body fluid pathogens.

Every permanent cosmetic practitioner should be careful to practice Universal Precautions, which is a system of infection control precautions, that assumes that contact with blood and body fluids has the potential for infecting exposed individuals to pathogens such as Hepatitis C and HIV.

Most permanent cosmetic procedures are performed using a rotary hand piece, which electronically implants pigment into the skin using one or more needles. During the implantation process, the needles push the pigment into the skin, and come into contact with blood and body fluids. The blood and body fluids become combined with the pigment, and can be drawn back into the hand piece as the needle withdraws from the skin.

It must therefore be assumed that if there is any pigment on the internal parts of a permanent cosmetics hand piece, body fluids may also be present. Unless completely disposable parts are used, or one autoclaves any part that has come into contact with the pigment, one has the opportunity to cross-infect any subsequent client.
